The Bank Loan Processing Reimbursement Scheme offers SC/ST Micro and Small Enterprises (MSEs) reimbursement of 80% or ₹1,00,000/- (excluding GST and applicable taxes), whichever is less, on bank loan processing charges for business loans.
Objectives
Mission Shakti aims to empower and support women and girls, including differently-abled, socially and economically marginalized, and vulnerable groups, by providing short-term and long-term care, protection, and resources for their holistic development. Its objectives include:
- Offering immediate and comprehensive care, support, and assistance to women in distress or affected by violence.
- Establishing quality mechanisms for rescue, protection, and rehabilitation of victims of violence and crime.
- Enhancing accessibility to government services for women.
- Raising awareness about government schemes, programs, and legal provisions against social issues like dowry, domestic violence, and workplace harassment while promoting gender equality.
- Training and capacity building for duty bearers under various schemes and legislations.
- Collaborating with partner ministries, departments, and states for policy convergence and fostering public-private partnerships for women’s safety and empowerment.
- Promoting positive behavioral change through public awareness campaigns.
- Preventing gender-biased sex selection and ensuring the survival, protection, education, and development of the girl child.
Who can apply?
- Artisan/Craftsperson: Must be self-employed, working with hands and tools in family-based traditional trades in the unorganized sector, as specified in Para 2.3.
- Minimum Age: Must be at least 18 years old at the time of registration.
- Engagement in Trade: Must be actively engaged in the specified trade on the registration date.
- Loan History: Should not have availed loans under similar Central/State Government credit-based schemes (e.g., PMEGP, PM SVANidhi, MUDRA) in the past 5 years. Exceptions include fully repaid beneficiaries of MUDRA and SVANidhi, with the 5-year period calculated from the loan sanction date.
- Family Restriction: Registration and benefits are limited to one member per family, defined as husband, wife, and unmarried children.
- Exclusion of Government Employees: Government servants and their family members are not eligible.

1. Enrollment Process:
Collaboration with CSCs:
- The Ministry of Micro, Small, and Medium Enterprises (MoMSME) will collaborate with Common Service Centres (CSCs) for enrolling beneficiaries.
- A centralized PM Vishwakarma portal and mobile app will be utilized to streamline operations.
e-Shram Database Utilization:
- The Ministry of Labour & Employment’s e-Shram portal, mapped with the National Classification of Occupations (NCO), will identify potential beneficiaries engaged in relevant trades.
Eligibility for Non-e-Shram Individuals:
- Eligible individuals not registered on the e-Shram database can also enroll via CSCs or through self-application on the PM Vishwakarma portal.
Registration Points:
- Applications will be facilitated at the Gram Panchayat and Urban Local Body (ULB) levels through CSCs. Details like Aadhaar, bank accounts, and loan requirements will be collected.
Documents Required:
- Aadhaar, mobile number, bank details, and ration card. If no ration card is available, Aadhaar details of all family members must be provided.
Bank Account Requirement:
- Beneficiaries without a bank account will receive assistance from CSCs to open one.
Cost-Free Enrollment:
- The Government will bear all enrollment-related costs, including issuing certificates and ID cards.
2. Registration Process:
Steps Involved:
- Applications will be accepted through Aadhaar-based biometric authentication on the PM Vishwakarma portal.
- CSCs will assist beneficiaries in identifying their requirements and guiding them through the scheme’s benefits.
- Beneficiaries will link Aadhaar-seeded bank accounts for monetary benefits.
Integration with Other Portals:
- The portal will be linked to Udyam Assist (for informal micro-enterprises) and GeM Portal (for market access and public procurement).
Verification:
- The process includes a three-tier verification system at the Gram Panchayat/ULB level, District Implementation Committee, and Screening Committee.
3. Verification and Approval Stages:
Stage 1: Gram Panchayat/ULB Level
- Initial verification by the head of Gram Panchayat/ULB, ensuring the beneficiary is engaged in the trade and only one family member is enrolled.
Stage 2: District Implementation Committee
- Verified details are vetted and recommended by the District Implementation Committee.
Stage 3: Screening Committee
- Final approval by a Screening Committee chaired by an MSME officer and including the State Lead Bank Manager and MSDE representatives.
4. Notifications and Support:
- Aadhaar-based biometric authentication is mandatory throughout.
- Beneficiaries will receive notifications via SMS about disbursement and other updates.
- Multilingual helplines on the portal ensure accessibility across regions.
